Manager/Senior Manager (Learning & Development)

Job Responsibilities

  • Conceptualise, plan and work with multiple stakeholders to roll out training initiatives and programmes to upskill staff
  • Oversee and manage the Board’s internal Learning Management System (LMS), including system enhancements, review of system, and monitoring operational performance etc
  • Handle the learning and development policies and processes, including review of policies, benchmarking with other agencies to ensure relevance, and consultancy for the policies
  • Handle the Board’s teambuilding framework, including renewal of period contracts, review of framework, consultancy on the framework and period contract
  • Build relationships with key stakeholders to identify organisational learning needs in order to design, develop, and execute capability building initiatives under the CPFB Academy
  • Spearhead and encourage mobile/tech-enabled/e-Learning adoption in the Board, with a view to promote a lifelong learning culture
  • Remain current on trends, tools and best practices in learning and development, to provide quality consultancy services to line departments on appropriate learning and development solutions

Our Requirements

  • At least 3-5 years of relevant working experience in the area of learning and development
  • Familiar with Learning Management Systems, and experience in managing such systems.
  • Experience in managing the different stages of the learning and development cycle (Learning Needs Analysis, Instructional Design, Delivery, Implementation and Evaluation)
  • Strong analytical skills, ability to synthesise data and information process, with excellent written and verbal communication skills
  • Strong project and programme management skills
  • Professional qualifications in Training & Development, ACTA qualifications or equivalent will have an added advantage
  • Experience with stand-up facilitation is a plus
  • Interest and experience in tech-enabled learning and or digital content creation is a plus

All new appointees will be appointed on a two-year contract in the first instance.
